Sir Joseph Ward, bv indulgence of the House, referred to t'he statement made by the Premier that it was useless to lay papers on the. table if the Opposition persisted in talking the motions out. lie deprecated the idea that the. action of the Opposition could be construed into obstruction tacties. The fact was that Ministers raised verv contentious questions. Mr. Massey, in reply, said lie would not say the Opposition wiia o-uiltv of obstruction, but it looked vcrv like it It appeared to him that the object of the extended debates was to prevent Ministers getting in replies. The Ministers entitled to reply.
