A DANGEROUS CONCESSION.

Newspapers point to the gravity of the concession by Holland to the Vu'ikan Company in granting them permission to construct, private harbors for oceangoing vessels at Rotterdam. The Viilcans rival Krupps. Only 115 miles from Britain is to be the new waterway, capable of floating a Dreadnought,"which the Vulcan Company builds. The public of Rotterdam protested against earlier proposals to do this, and the Minister promised to place all the harbors under public control, but he secretly completed the contract during the recess. The Daily Mail points out that the position is specially grave for Great Britain, in view of the decision to fortify : Flushing. i
