Mr. Sidney Low, in an article in the Daily Mail" regarding the Tasmanian political incident, says that the Harcourt despatch puts the coping stone on the edifice of colonial self-government. It marks the final phase of t*e emancipation of an overseas State from external control in the management of its domestic affairs. A colony now is a sort of republic, w#b the Prime Minister as virtual /esident. With the final recognition/of Britannic autonomy the wav seem/ prepared for some form of Britannic /ederation.
