A RUSSIAN ATTACHE SUSPECTED. By Cable—Press Association—Copyrtglit Received 13, 10.55 p.m. Berlin, July 13. The sudden departure of Colonel Basarofl'e, the Russian attache, is regarded in some quarters as being connected with I'ohl's and Bluehienthal's arrests. There are rumors connecting him with the disappearance of plans of fortifications at Conigsbcrg. Although it is scmi-ofli-cially denied that he is implicated, it is widely 'believed that he has been recalled.
