Lord Dunraven has given notice of an Amendment to suspend the Home Xule Bill until a Commission reports on the constitutional relations of the component parts of the United Kingdom. Lord MacDonneD, formetly Under-Sec-retary in Ireland, has dratted a scheme of Home Rule within Home Rule, whioh is virtually a new Bill, in substitution < f the Amending Bill. This provides an Ulster Council, elected on proportior.il representation, to control education and the services administered by the Irivi Local (iovermnent Boarl and Department of Agriculture. The Council may be abolished by a poll of the Ulster electorates after live years.
