The diplomatic correspondence between the United States and Japan over the Californian anti-alien land law Has been published simultaneously with the publication in Washington and Tokio of the agreement between the Governments. It discloses that a new treaty has been discussed as one way of getting over Japan's protest against what the correspondence characterises as a law essentially unfair, insidiously discriminatory, inconsistent with the sentiment of good neighborhood, inconsistent with the treaty in force, and an abridgment of vested rights against the provision of the Californian law ; which is mortifying to the Goveffttnent and the people of Japan. As late as June 10 the Japanese Ani' liassador left with Mr. Bryan instructions from Tokio that the projected treaty would tend to create new difficulties, and the Government was disininclined to continue the negotiations, preferring to recur to the correspondence which had- been interrupted.
