France and Germany are said to have warned Hayti that her custom houses will be seized unless arrangements are made to meet the outstanding Haytian financial obligations. Reports of the serious situation of the island republic, torn within by revolution and besieged by creditors from without, were the subject of long discussion at a Cabinet nesting.
