London, June 11).
Mr. Hobhouse, Postmaster-General, replying to a deputation from the British Umpire League, said the recent amalgamation of shipping interests in the East had removed the only effective competition in the carriage of mails, and would undoubtedly lead to increased charges.
Sir John Henuiker Heaton has written to Mr. Hobhouse, urging the appointment dF an Imperial Postmaster-General, entirely independent of the British Post-master-General, and controlling postal and telegraphte ousiness affecting the Empire as a whole. He would be a member of the House of Commons with a seat in the Cabinet. He also urges the convening of an international conference to establish a uniform cable rate of a penay per word throughout the Empire and the United States. ; The Times, iu a leader on Sir J. Hen-niker-Heaton's proposal, says: "We cannot make the appointment of an imperial Postmaster-General possible at present, but we hope to see the appointment made at no distant day, when ihc organic union of the Empire advances a further step toward realisation."
