THE H.ACE OF THE SUBMARINE. By Tclegrapii—Press Association. London, June 15. Rear-Admiral Reginald Bacon, principal designer of the first British submarine, writes recommending the public to confidently await the Admiralty's mature judgment concerning the problems realised by Admiral Scott, He emphasises that the Admiralty are the only real experts on the complex question of naval policy and construction. He considers the success of the submarine will probably lead to the evolution of the battleship into the fast battle ciuiser. He also says the question of commerce protection and attack will assume' larger proportions than invasion in future years, but the idea of a submarine attacking commerce is barbarous, and, owing to the danger of involving neutrals, impolitic. Meanwhile only the opinion of value is that formed by the Admiralty authorities, guided by the latest knowledge and performances of units in all climates under svery condition, and the considered views of hundreds of officers, each an expert in his own capacity.
