Dr. Clave Shaw, b-cturer in Psychological Medoieine at St. Bartholomew's Hospital, says the tendency of modern civilisation is little more than the toleration of abuses. We let oft murderers in deference to public sentiment, we do not bang women because we are described as civilised, we treat crime as a disease and deal with it mildly, wo take the most beneficent can- of fools, we endure inconveniences at the hands of strikers, because 'high civilisation suggests toleration and not repression.
