By Cable—Press Association—Copyright Received 10, 9.35 p.m. Niagara Falls, June 16.
The South American mediators have formally advised Carranza that they would not admit his representatives to the conference unless an armistice were declared; also that the internal conditions of Mexico were being discussed.
The mediators took this action when the Constitutionalists announced that they were sending three representatives to settle the eonllict between the United States and Mexico. The mediators expressed the view that the Cirranzaists had misunderstood the tenor of their previous communications.
