If carried, the second chamber will not contain any vestige of the hereditary principle, and the absolute veto will not be restored. The Nation suggests that the House of Commons should elect the whole or part of tlie second chamber on a proportional representation basis in two batches, so as to resort to a composition of two elected Parliaments instead of one.
