Four hundred delegates attended ithc National Peace Congress at Liverpool. Lord OhftMiing, the president, was absent, owing to ill-health. He wrote that history had demonsi rated the truth of Sir Edward Gray's admission in 1009 that the real responsibility for the expansion of armaments rested with England. He asked fhe Congress to strike a blow to free this country from deadly armament tmsts who manipulated Wie jingo newspaper combine over the world to swell dividends by deliberately engineering war.
