During tfhe debate on the tolls exemption proposals, Senator Smith declared that President Wilson did not possess the far-sightedness of his predecessors. Mr. Smith thought the President had been moved towards the present desperate position through the sudden developments in the Mexican situation and the outcome of the visit of the Japanese naval officers to Huerta during the Mexican crisis.
