Senator Simmons has drawn a compromise amendment on tlie Tolls Bill, which is likely to receive considerable Republican support. The amendment provides that; the passage' of Die Tolls Bill shall noi lie held as a waiver or relinquishment of any light the United States may have with Britain, under the treaty ratified in November, liJfll, or otherwise, to exempt United States vessels or citizens from the payment of tolls or waiving or impai ring the Un ited States' right under the said treaty with vespeet to sovereignly over the canal.
