Deleasse and Jean Dupuis declined invitations. M. Peytral lias been .summoned to form a Ministry, but declined to do so. M. Ribot lias been invited to form a -Ministry. M. Viviani's failure was due to not finding colleagues unanimously in favor Oi the three years' service. Received 8, 9.30 p.m. Paris, June 8. A turning point in the crisis was reached when M. Palclolgne, the French Ambassador to St. Petersburg, arriving >" Paris to arrange for M. Poincare to visit Russia in 1015, warned French statesmen that the Russian military reforms already begun depended on the maintenance of France's three years' service. It was now known that, inas- ' much as the political and military problems were interdependent, the Russian Government would reconsider their attitude on many questions in the event cj France repealing the triemiium law. M. Ribot is forming a Cabinet. He declares that his Government, like its predecessors, must faithfully carry out the triennium. His colleagues include MM. Noulens and Viviani
