Mackenzie gave an address on the workers' homes system in New Zealand, detailing the scope and purpose of recent legislation. Mr. H. Samuel, outlining the Government's po-liey, said town-planning must be made obligatory an municipal authorities. One hundred and ninety-one local authorities in Great Britain' had already submitted plans of housing reforms providing for fifteen millions of people when they arc carried out.
