It is understood that Huerta makes a condition of his retirement from the Presidency that he hat; eoum voice in the naming of his successor, a loan of eighty millions sterling from the United States for ninety-nine years, and the lease of Magdalena Bay for naval target practice at a rental of £200.000 yearly. The State Department officials here have not been informed of any such demands, but it is believed that Huerta has so instructed the Peace Conference delegates. Vera Craz, May 19. Huerta has forced Archbishop Meray del Tio to leave Mexico, because the Archbishop brought pressure to compel him to resign. Villa's followers are engaged in extensive predatory, operations on foreigners owning property. At Tampico, the | Constitutionalists, immediately upon takipg possession, began the blustering and blackmailing business. The men of General Gonzales demanded a huge sum from the Tampico Chamber of Commerce, which was pai<i under threats of violonce. The Dutch warship was ordered to leave the river *nd was powerless to do otherwise. On its departure the Dutch Minister , in Washington telegraphed an urgent demand to Carranza and Gonzales that the Constitutionalists must behave.
the Constitutionalists are arranging to sell a million dollars' worth of cotton, stolen from Spaniards. They are reported to be executing all Federal officers.
Wholesale looting is feared if Villa enters Mexico City.
