' Senator Sutherland is leading the coalition, which favors arbitration, and Senator Morris has introduced the necessary resolutioa. Senators Root and Lodge favor the proposal, but as a two-thirds vote is required to carry the, Arbitration Bill Senator Sutherland's proposal is unlikely to jie carried.
