ARMY DISCIPLINE.
MUST CHANGE WITH THE TIMES. Times and Sydney Sun Services. London, May 18. The Sunday Times, discussing Army discipline, says that with the development of democracy the soldier will exact the condition that his subordination be rendered to just administration, not to a tyrannical and self-seeking oligarchy. If this is the fact, the Army Council has failed to recognise it, and continues to pursue eighteenth century methods. Members of the Council would make good poker players, for bluff and mystery are their two strongest cards.
