A sensation has Inen caused by the publication of Genual Savoffs telegram from Adrianople on May 0, 1913, to the Premier, forecasting the second , Balkan war. The telegram ran: ''Whiie safeguarding our responsibility in the eyes of the Powers, we should provoke war with the allies, and by a decisive victory, render it impossible Vw them to hamper the Bulgarian nationr-1 programme."
