The plans arranged by the peace representatives provide for the elimination of Huerta and the substitution of a provisional Government, wherein the Constitutionalists will be represented. An unfortunate feature, however, is that the Constitutionalists refuse to agree to any recognition of Huerta, even to the extent of formally removing him.

President Wilson is confident that the chances of war are greatly decreased, and is hopeful that the Peace Conference at Niagara Falls 011 Monday will speedily solve the outstanding difficulties.
