The Morning Post states on good authority that the Cabinet on Monday decided to pro:w.;tc Captain Craig, MP., Major ■ M.lalmont. M.P., and others for gun-running, but rescinded the decision on Thursday.
UNIONIST DECLARATION. THE PARTY WILL CONSIDER FEDERAL PROPOSALS. "AN HONOURABLE PLACE" FOR ULSTER. Received 3, (J p.m. London, May 2. Lord Lansdowne states that the proposal for the exclusion of Ulster for six years is grotesque indeed. It muA be understood, if the Unionists entertained proposals based on Home Rule and the exclusion of Ulster, they would not abate anything of their dislike or their objection to Home Rule. They were ready to examine any federal scheme, provided it was a scheme, wherein Ulster would find an honourable place and a scheme consistent with the interests of the rest of the United Kingdom. Meanwhile,' Ulster was safe, and w«s not going to retire from her position. The Government should not attempt to drive her from it. That was the only solid foot of ground in ithe •Irish quagmire. The "general election, which was not far distant, would solve the difficulty, though probably it would facilitate a solution.

PROSECUTIONS ABANDONED. Received 4, 12.25 a.m. N London, May 3. The prosecution of Ulstcrites in connection with the gun-running incident have been abandoned, owing to Nationalist representations.
