AX "HABITUAL" STEALS AGAIN 1 .
By Telegraph—Press Association. Palmerston N., Tuesday. "It- is an absolute /aree," declared Sergeant Willis, referring' to the Prison Board's prohational license for habitual criminals. The remark was made in the course of the hearing of a charge of theft from a barmaid against Charles Edwards, who appeared before .the magistrate, Mr. Poynton, this morning. Sergeant Willis stated that accused was an habitual criminal out on probationary license. _ The magistrate declared it was the sixth case .that ih'ad come under his notice. To see these licensed men before the Court again after being released by the Prison Board did not say much for tin? restraining influence of the license. Sergeant Willis,' in reply to the .Magistrate, said there were one or .two licensed men about Palmerston still. Accused's previous record showed convictions .for theft and false pretences. He was declared an habitual criminal on July 7, JOl2, and released on probation on' October 13, liilU. A sentence of three months' imprisonment was imposed.
