I Ihe expansion of Russian armaments is rapidly becoming an exceedingly disturbing factor in Eastern Europe. The Russian military budget for 1913 showed ■ an increase of £20,000,000, and this _ year's budget records an additional increase of £11,000,000. Another big advance will take place next year, since steps are being taken at tile present i three army corps and two divisions of cavalry to the standing army. The fortifications on the Ger- ■ man and Austrian frontiers are to be •strengthened, and a large part of the artillery is to be provided wibli new guns of an improved type. But all these measures are overshadowed iby the prolongation of the period of service, with the object of raising the peace strength of the army to more than a million men. Russia will have 1,017,000 men under arms three months hence and mole than 800,000 of them will be in Europe. Naturally these figures are causing alarm in Germany, where semiofficial organs have stated that Russia I is preparing for war. j Archbishop Kelly, of Sydney, savs he has a recipe for strikes. He was speaking at tile Irish National Foresters' breakfast in Sydney, and said he hoped foi definite and lion-delayed completion of the new addition to the cathedral as long as there were no strikes.
