THE COLUMBIAN TREATY. By Cable —Press Association —Copyright Received 12, 5.5 p.m. New York, April 12. ' Mr. Bryan announces that the United States treaty with Columbia includes a provisiqn whereby Columbian warships, her army and navy and supply ships are allowed the free use of the canal. Mr. Bryan relies on the Columbian Treaty of 1909, which Mr. Root negotiated with British approval, though it was not accepted by Columbia, wherein Columbia was allowed a similar privilege. Mr. O'Gorman asserts that Britain's allowance of preference to Columbia was in 1909, but there is evidence that her attitude has changed since than.
