Zapata has captured the Bialiop of C-halpa, and is holding iiim prisoner in the vicinity of Ciucrnm, demanding fifty thousand jk'Sos us a ransom, threatening; otherwise to crucify him on Good Friday. As the outcome of the Carraiiza Commission, Major Ferrero has been sentenced to be executed for murdering Benton. Ferrero has been degraded in the army and imprisoned. It appears that Villa merely imprisoned Benton, but Ferrero waylaid Benton en route to the prison, and shot him on board the train. General Villa has ordered six hundred Spaniards to be deported, and has issued instructions for a train to be provided. Their exodus to El Paso, Texas, will begin to-morrow. Their property will be confiscated. THB FOREIGN POLICY. FRIENDLY TOWARDS ALL NATION'S. Received 7, 8.50 p.m. Mexico City, April 7. General Carcanza, outlining the foreign policy, states that he will endea'or to preserve a friendly attitude tovards all nations, particularly the Unitid States. He must, however, refuse o consider any representation made hrough the United States upon foreignirs' behalf unless he was previously notlied that such mediation had been revested from the United States by the tation interested.
