The Novoe Vrcmya asserts that Russian statesmen, professing tile profoundest detestation of Kngland, tried to persuade the Kaiser to join the FrancoRussian alliance. The Kaiser was agreeable to the principle, but was unwilling to provoke the hostility of England, because he' believed Europe should combine against America.
