THE PACIFIC PROBLEM.

Tlie Herald, commening on Mr. Churchill's speech, declares that the Admiralty believes a strong squadron based on Gibraltar is sufficient to (protect the Pacific. "We must be pardoned for ruling that squadron out of existence so far as the Pacific is concerned," the paper says. "A dozen British battleships could not be suddenly withdrawn from Home waters. ' When the day comes that a British fleet must again be established in the Pacific, it will be established only on the condition that a substantial portion of the fleet, ships' bases, personnel and organisation already exists on the spot. That is the object tpward which New Zealand and Australia are working.' They want help to thrash out a common plan for the future defence of the Pacific."
