Senator Chamberlain, on seeing Mr. Page's explanation that he was joking when he referred to the British use of the Panama Canal and the Monroe Doctrine, said the Armbassador ought not to joke about matters which, as President Wilson stated in a recent Congressional message, might provoke war.

Representative Knowland, in onnosijg a favorable rcnort on Mr Sims' Bill repealing the tolls exemption at Panama, asserted that. Mr Sims' Bill gave notice to the world that the United States had abandoned the policy of an Americancontrolled canal, and surrendered the power of the control of its commerce because of the neace-at-any-price policy. Mr. Knowland asserted that thousands of patriotic Americans considered America was abjectly surrendering her national honor. A large section of the Press is agitating against Air Sims' BiD, particularly in districts where Irish and German voters are predominant. Senator Chamberlain, commenting on Ambassador Page's reply, said some means ought to be found to seal the Ambassador's lips, otherwise he ought to be recalled. This was the second time within a year that Dr. Page had been guilty of impropriety in placing the American people before the British public in a false light.
