RUSSIA'S MILITARY STRENGTH. A BIG INCREASE. BY ARRANGEMENT WITH FRANCE. By Cable—Press Association—Copyright Received 9, 9.40 p.m. Paris, March 9. Le Temps' St. Petersburg correspondent states that the Czar has expressed a desire that the Duma should augment to 111,000 the increase of 90,000 to the Russian Army's effective strength promised to M. Deleasse, which, with the increase already voted, will give 408,000 additional men three years hence, CZAR AND KAISER IN CORRESPONDENCE. "RUSSIA IS NOT ARMING AGAINST GERMANY." Received 9, 10.30 p.m. Berlin, MaTch 9. The Czar, in a letter to the Kaiser, denies that Russia is arming against Germany, and exprese3 a desiro to meet hipi soon. Nevertheless, the antiRussian clamor continues. This is attributed in some circles to a desire to precipitate a dissolution with a view of securing a homogenous Reichstag instead of one often controlled by a centre of Poles and Socialists.
