If this is done, half the inhabitants of Ulster and ninety-nine per cent, of the other provinces will bitterly resent it. It is doubtful if they would accept Home Rule on these terms. Economic thought in agricultural Ireland lias advanced so rapidly in recent years that the interests of manufactures and commerce would bo safe, though the rural will outnumber the urban representatives in the Assembly. A group of Liberals, including Messrs. HamniHr, flreenwood, Eugene anil Wason, irritated at the Premier's offer to modify Home Rule, have given notice of an amendment to Mr. Falle's motion, calling on the (lovcrnment to pass the Bill unamended and take steps to protect the lives and property of the loyal
majority. General Arthur Paget, at the Dublin dinner, said: "God forbid it should be my lot to order a move on the north. Many officers would hate the idea, but if the order comes, they kutfw it must be obeyed."
Sir Edward Carson's manifesto is placarded throughout Ulster. It denies that the voluifeers were organised with a view to fighting their fcllo.w VI stermen. Their quarrel is with the Government, and the whole object is to prevent forcible submission to Dublin in Parliament.
