Prince Wicd is visiting the Czar during the week, and lias postponed his journey to Albania. He received the Albanian delegates in his ancestral castle at Xcwied. They brought a casket containing- sand, earth and water from Albania, and wore new top hats and frock coats. They assured the Sovereign of a welcome.

Essad Pasha headed an Albanian deputation to Neuwied, Prussia, and formally offered tic Prince of Wied aB Crown Prince. The offer was accepted. Athens, February 22. The Greek reply generally accepts the Powers' decisions and asks the Powers to guarantee that the islands remaining with Turkey shall not be allowed to beconx: centres of hostile operations.
