TWO PRESIDENT WINNING HIS WAY. PANAMA TOLLS. By Cable —Press Association —Copyrignt Washington,. February 20. The Senate debated the ratification of the peace treaties. Senator Chamberlain submitted a general amendment exempting from the Hague Arbitration Court the admission of aliens to the United States and all c|iiestions involving the Monroe Doctrine, Japanese on the Pacific coast, and the provision exempting American vessels from- Panama Canal tolls. Senator O'Gorman assailed the Carnegie international peace endowment, declaring ifc was intended corruptly to create an international alliance between the United States and Britain for the profit of certain individuals.
Mr. lioot relinked Senator O'Gorman strongly, and after some boated passives Mr. Root declared that he regarded Senator O'Corman'a statements as a Ucrsonal affront. The debate was adjourned owing to the funeral of Senator Bacon.
