Mr. Leif .Lines, M.P. for RusheUff division of Nottingham, moved an amendment to the Address-in-Ruply, regretting that there was no reference ; in the King's Speech to any intention to introduce a Temperance Reform Kill. Mr. Asquith replied that it was impossible to pass a measm-e Mis session, hut it was the intention of the Governnient within the lifetime of the present Parliament to prosecute legislation or tlie kind.

Sir Matthew Wilson is opposing Mr. Masterman, who has just b-on .appointed Postmaster-General, in Ihe by-election for the Rethnal Green seat, rendered necessary by Mr. Masterman accepting office. CABINET CHANGES. PROHIBITING TRAFFIC JN TITLES. Received 14, '2.30 p.m. London, February 13. The Hon. Edwin S. Montague will succeed Mr. C. F. Masterman as UnderSecretary of the Home Office.
Mr. Locker Sampson M.P., introduced a Bill to prohibit traffic in recommendations for titles or honors. The Bill was greeted with ironical laughter. MINIMISING ACCIDENTS. Received 15, 5.5 p.m. London, February 14. The debate on the Address-in-Rcply ■ was continued. Mr Brace's amendment, drawing attention to the increase in the number of accidents in mines and railways, led to the Government emphasising Mr McKenzie's promise to introduce a Bill based on the experience of the Cooder disaster, Mr Robertson promising an enquiry under the Railway Employment and Prevention of Accidents Act. t , j jj|<*i
