A TEST CASE. By Telegraph—Press Association. Wellington. Yesterday. The Chief Jtistive gave his reserved judgment in the test «w brought oy the Whitngarei Borough Council against I lie Superintendent of the State Guaranteed advances Department for redress consequent upon the department subsequently increasing the rate of interest at which it had originally intimated it could advance the council a loan of £19,200. The judge, held that the council was without, legal redress .against the department,, but could apply to the Legislature, which had altered the arrangements made between the corporation and the Advances Oll'ice.
