Borden introduces it. During the Senate debate on the Address to the Throne, Senator Ross twitted the Conservatives with being afraid to submit a naval policy to the people, as Mr. Borden had promised before the Senate decided to throw out the Bill. Senator Ross pointed out that the Government was unable under the Lauricr Xa l al Act to proceed with the const ruction of a nucleus navy, but preferred to do nothing.
