The Herald, referring to the opening of the New Zealand Parliament, says in regard to the proposed amendment of the Upper House, that everything points to the fact that even in the Antipodes finality has not been reached iii political experiment. The constitutional difficulties in New Zealand would be watched with interest by every student, of Parliamentary government.
