London, June 9. The Departmental committee on reformatory schools recommends that a conviction should be essential for the reception of boys and gills in homes. It suggests the abolition of punishment cells, no deprivation of meals, less rough work and drudgery, and more teaching of trades. It also suggests some corporal punishment of girls, because the of marks and sending to bed are inadequate penalties.
