In the House of Commons Mr. Masterman, in reply to a question, stated that only 20,500 men, who are their own employers, have become voluntary contributors under the Insurance Act, compared with the estimate of 829,000. Mr. Harcourt, replying to Major Archer Shee, declared that he did not propose to publish the correspondence relating to the suggested subsidiary conference concerning a State-owned Atlantic cable until the Commonwealth had replied to the despatch of February 7.
