Mr. MacKinnon Wood (Secretary for Scotland) expressed the Government's approval of the principle, 'but Stated it was not committed to details.
Mr. Balfour made a vehement protest against the Bill, which "be declared preluded the greatest injuries to Scotland and was a legislative absurdity. It was, he said, impossible to make a federal system from four provinces whereof England was one. It was so lop-sided and top-heavy that it would be impossible to maintain its equilibrium for any length of time.
