The Pall Mall Gazette states that the cloud in the Pacific is no longer bigger than a man's hand, but it would be perilous to cherish the belief, that Japan would have no chance, of victory should matters come to a decision by the sword. The United States would be the champion of the white man, in the eyes of Australia, New Zealand and Canada, while Britain is bound by treaty to Japan.' If the Japanese are able to assert their claim in California successfully, the British Empire may be confronted with the same difficulty; for Australia would no doubt reject any Japanese claim to 'settle in her Northern Territory. Received 20, 11.30 p.m. '; London, May 20. There have been-'some inquiries as to war rates in connection with the Ameri-can-Japanesa dispute. The rates mooted vary from 5s to 20a. CALIFORNIAN BILL SIGNED. New York, May 19. The Governor of California has signed the Anti-Japanese Act. It will become effective on September 17.
