Cargoes of arms and ammunition consigned to Australia have been placed on board twelve foreign vessels at Philadelphia, at the instance of the Wilmington Powder Company, of Delaware. Shipping circles believe the cargoes are not intended for Australia, but for the United States Pacific coast defences.
