President Wilson refused to comment on Mr. Bryan's failure in California, stating that the whole question was too delicate. It is understood that it is the President's intention soon to attempt to regulate anti-alien legislation in the different States through the establishment of a national policy. The California Senate is considering the Webb Bill permitting all aliens eligible for citizenship to acquire land. Japanese will not be permitted to become citizens, will be placed under sharp restrictions and not allowed to lease land. They will only be allowed a life interest in real estate.

Capetown, May 1. Mr. Fischer moved the second reading of the Immigration Restriction Bill, remarking that the power of exclusion followed the Canadian lines, as being less objectionable than the Australian method. Mr. Chaplain described Clause 3 as calculated to facilitate the autocratic stopping of immigration. The Bill also interfered with existing rights.
