It will be ■optiqnal ; .lor others to join with her. particular form of action has not ' yet been settled, but there are indications 'that -in the event of intervention alone, Austria, in order to spare Russian feeling, contemplates operating against Scutari from the Albanian and not the ■Montenegrin side. It is understood that should Austria occupy Scutari or the liovtchen Heights and Tiocche di Cattaro, ' Italy will occupy Avlona and Santi •Quaranta.
