Vienna, April 13. Count Yaleski, in a speech, described the Russian communique as of the greatest significance for peace. The relations of Austria-Hungary with Servia and Montenegro had now improved, and all immediate danger had passed. The outstanding questions "had taken a favorable turn, and there was every prospect of their being peacefully settled.

It is understood that Servia has ofßcially intimated that she is withdrawing, from Scutari, provided that Essad Pasha' does not make an attack on Montenegro. ! Consequently tl»e Powers will notify Es-: sad Pasha.

It is stated, in reference to M. DancfFe speech, that the treaty with Servia isprecise, and provided that the Czar; should act as arbitrator in the event of differences over a settlement. The; treaty with Greoce was jpracfically concluded harriedily, and does not provide: for an arbitrator. Nevertheless the de-' limitation can foe "based tolerably accurately on the number of troops employed' and the sacrifices of life and .treasure.! Servia's dispute •with Bulgaria concerns : the districts «f Ferlepe, Vetes, Octrida; and MonastiT, at present in Serbia's occu- : pation, but, according to the Balkan Al- ■ iiance Treaty, they "belong to Bulgaria. ■

It is semi-oflkially announced that in * the Consul's presence a post mortem on Father Angelius showed that he -was killed at a disanee by a rifle shot. There is no trace of the bayonet wounds which the Austrian press alleged "were inflicted. Father Angelius was arrested for inciting to rebellion. He attempted to escape, and was shot after being thrice summoned to stop.
THE SALONIKA QUESTION.

M. PopofT. Director of Statistics, claims that Salonika is essentially Bulgarian. If Greek, it would only complete the Piraeus, and Salonika would be dangerous to the national industries of all the Balkan States.
