At the Parliamentary farewell banquet to Lord Chelmsford Mr. McGowen, after eulogising his excellent work as Governor of N'eiv South Wales, said he believed that Lord Chelmsford's constitutional knowledge would bo of advantage to the Old Country as well as Australia if at some future time he returned to fill a more exalted position.
