Healy, declaring that it was the Government's duty to convene a conference of all parties in the United Kingdom to effect a settlement of the self-government of Ireland by consent. Mr. O'Brien described the Home Rule Bill as "rotten, beggarly and unworkable, giving not a Crattan Parliament but a Molly Maguire shebeen house." It left Ireland financially worse oil than the Council's Bill.
