In the course nf the naval 'debate Mr. Charles Murphy asked how could the Admiralty approve of the Australian policy of a fleet unit, and at the same time approve of the Canadian policy of contributions to the Imperial navy. He claimed that Cabinet had first of all decided on the Canadian policy, and then had sought to buttress up its case by the Admiralty memorandum. MR. PEARCE'S REJOINDER. Melbourne. February 2S. Commenting on the criticism 'bv the Montreal Star. Mr. Pearce says that at the-1009 Conference the Admiralty submitted a memorandum for a Pacific Fleet, to which Australia and Canada were to contribute, and a China unit to which the New Zealand ships would be allied, though under the control of the Admiralty. The Australian fleet unit was set out so far as the number of ships, their capacity and type went, and it was agreed at the conference that they should be controlled, owned and named by Australia. That was the scheme which Australia was now carrying out. and it was incorrect to say that the Admiralty proposed one fleet, and one control, at the MOO Conference. Moreover, it was never hinted bv the Admiralty at the 1011 Conference that they regarded the idea of an Australian fleet unit, owned and controlled by Australia, as in any way embarrassing, but as of substantial assistance. Mr. Pearce says that the officers are included in the Imperial Navy list. 'Our commissions," he says, "are recognised in England. Any i domestic arrangements with the Imperial Government do not concern outside na- j tions. Our navy forms one part of the i great Imperial fleet. All the details I were decided in 1911. and the agree- | ments meets all contingencies. J can- \ not see anv 'difficulties."
