Router states that there is pending fresh opposition to the appointment of a Danish chief inspector of the salt department, on the ground that Danish money was not included in the Six-Power loan. The ban hinders a' settlement. The Chinese regard the French obstruction as being due to a desire to increase China's difficulties, and to the interests of Russia's Mongolian policy.
